The Security Council Committee established pursuant to paragraph 6 of resolution 1267 (1999) concerning Al-Qaida and the Taliban and associated individuals and entities (hereafter referred to as the “Al-Qaida and Taliban Sanctions Committee”) oversees the implementation by States of the three sanctions measures (assets freeze, travel ban and arms embargo) imposed by the Security Council on individuals and entities associated with the Taliban, Usama Bin Laden and the Al-Qaida organization. The Committee maintains a Consolidated List of individuals and entities subject to the sanctions measures. By resolutions 1267 (1999), 1333 (2000), 1390 (2002), as reiterated in resolutions 1455 (2003), 1526 (2004), 1617 (2005), 1735 (2006), 1822 (2008) and 1904 (2009), the Security Council has obliged all States to: freeze without delay the funds and other financial assets or economic resources, including funds derived from property owned or controlled directly or indirectly prevent the entry into or the transit through their territories prevent the direct or indirect supply, sale, or transfer of arms and related material, including military and paramilitary equipment, technical advice, assistance or training related to military activities, with regard to the individuals, groups, undertakings and entities placed on the Consolidated List. The Consolidated List plays a central role in United Nations Security Council sanctions regime against Al-Qaida and the Taliban and associated individuals and entities. In its resolution 1904 (2009), the Security Council urges all Member States to participate actively in maintaining and updating the Consolidated List. The procedures whereby States may submit names and information for inclusion on the Consolidated List are included in section 6 of the Committee’s Guidelines. The Committee has made available on its website a Fact Sheet that provides basic information on the listing procedure. The Security Council, in paragraph 13 of its resolution 1904 (2009), calls upon Member States to use the new standard form for listing when proposing names to the Committee for inclusion on the Consolidated List, and this new Standard Form is now available through the links below. The new Standard Form for Listing supersedes and replaces the “Coversheet for Listing” previously available on this webpage. Detailed explanatory notes for filling out the new Standard Form are also available through the link below, and should be consulted prior to using the new Standard Form for the first time. Please note that there are two separate Standard Forms, one for requesting the listing of individuals, and one for requesting the listing of entities. Each Standard Form is offered in two versions: a basic version (.PDF format) which can be printed and filled out by hand, and an advanced version (MS Word format) which can be downloaded and filled out electronically on compatible computers. The advance version also offers enhanced dropdown menus for various fields to facilitate use, as detailed in the explanatory notes.
