Pursuant to Decision #123 of 25 June 2010 and Decision # 124 of 25 June 2010 of the Cabinet of Ministers of the Republic of Azerbaijan, the Ministry of Foreign Affairs is the government agency with certain functions in AML/CFT field.Pursuant to Item 3 of Decision #123 of the Cabinet of Ministers of the Republic of Azerbaijan dated 25 June 2010, the list of non-cooperative countries in AML/CFT field shall be determined by the Financial Monitoring Service upon prior approval of the Ministry of Foreign Affairs. In line with this, based on the information provided by the Ministry of Foreign Affairs, the list of non-cooperative countries was approved by the Financial Monitoring Service and disseminated to the reporting entities.

Pursuant to Item 12 of the Regulations approved by Decision #124 of the Cabinet of Ministers dated 25 June 2010, the International List of designated natural persons and legal entities shall be submitted by the Ministry of Foreign Affairs to the Financial Monitoring Service. Accordingly, the Ministry of Foreign Affairs has submitted the list determined by the UN Security Council Al-Qaeda and Taliban Sanctions Committee.

Moreover, the relevant information on the implementation status by the Financial Monitoring Service of the relevant AML/CFT items of the UN Security Council Resolution #1929 dated 9 June 2010, are submitted to the Ministry of Foreign Affairs.

Along with these, the Ministry of Foreign Affairs and the Financial Monitoring Service continue close cooperation with regard to active participation of the Republic of Azerbaijan in the international AML/CFT processes, determination of the country’s foreign policy in this field and conducting bilateral relations.
